RFP for the Three Sports Complexes

Request for Proposals
Architect, Landscape Architect, Environmental, Civil Engineering, and Planning Services
The City of Ocean Springs, Mississippi will accept sealed proposals from qualified professions for the following services: architect, landscape architect, environmental, civil engineering, and planning. The firms and/or individuals will be considered for activities related to the implementation of the City’s Recreation Master Plan. The plan includes the following primary component:
- Highway 57
- Gay Lemon
- Alice Street
The services required for this project are:
ARCHITECT: Architectural design for construction of the proposed facilities including all design surveys, preliminary design work, final design phase, preparation of plans and specifications, and construction inspection. Firms or individuals should submit a list of their experience, qualifications, and capacity for performance.
LANDSCAPE ARCHITECT:
ENVIRONMENTAL:
CIVIL ENGINEERING: The selected engineer shall complete engineering services in accordance with applicable state and federal laws, regulations and procedures. Activities will include ensuring compliance with all aspects of project design and implementation.
PLANNING:
Note: The City reserves the right to select one firm (individual) to prepare all elements of work or select separate firms to prepare each element of the Master Plan.
An “Information to Offerors Packet” concerning this request for proposals is available at City Hall, 1018 Porter Avenue, Ocean Springs, Mississippi 39564, Post Office Box 1800, Ocean Springs, Mississippi 39566-1800 between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday.
Proposals for this work will be reviewed and rated in accordance with the following rating factors/criteria:
1. EXPERIENCE: With similar Community Development Block Grant Projects. Consideration will be given to experience with LEED design;
2. QUALIFICATIONS: Knowledge and technical expertise in this and similar projects;
3. CAPACITY FOR PERFORMANCE: The capacity to complete the work in a proper and timely manner given the current workload and staff.
All proposals will be rated based on the following rating system which will be used to determine the best/acceptable offeror:
- Qualifications – 40 Points
- Experience – 40 Points
- Capacity – 20 Points
Proposals will be reviewed by a Selection Committee using the above selection criteria. A written contract will be awarded to the firm whose proposal is within the competitive range and determined by the committee to be the most advantageous to the City, cost and other factors considered. The contract will include scope and extent of work and other essential requirements. The Mayor and Board of Aldermen of the City of Ocean Springs reserve the right to reject any and all proposals and to waive any irregularities or informalities in the proposal process. Proposals may be delivered or mailed to the following no later than 10:00 a.m. Monday, April 21, 2008.

The proposals will be received by the Mayor and Board of Aldermen and referred to the Selection Committee. The Selection Committee will review and rate each proposal and select the best proposal based on the above rating factors/criteria. The Selection Committee will recommend the selected firm/individual to the Governing Body. Five copies of each proposal shall be submitted.
