MAYOR AND BOARD OF ALDERMEN
CITY OF OCEAN SPRINGS
SPECIAL CALL MEETING AUGUST 9, 2011
Be it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs met in a Special Call meeting at the Ocean Springs Community Center in the City of Ocean Springs at 5:30 a.m. on August 9, 2011. Mayor Moran presiding, Aldermen Ross, Gill, McDonnell, Cody, Denyer and Hagan were present. Also present were City Clerk Shelly Ferguson and City Attorney John Edwards. Alderman Dalgo was absent.
The Mayor called the meeting to order.
The Special Call Meeting is for the purpose of any and all matters pertaining to Self Funded Medical Insurance Presentation by Mark Barhanovich; Medical insurance carrier for next year – accept BCBS fully funded renewal, consider BCBS self funded plan, or go out for RFP’s for next Fiscal Year (which would necessitate changing the calendar year to begin in January); Open Enrollment dates – benefits year remains the same (Oct – Sept) or changes to calendar year (Jan – Dec) and Employee rates for medical insurance.
Mr. Mark Barhanovich explained the options of fully funded versus self funding concerning employee medical insurance.
The Human Resource Director presented scenarios of neighboring cities showing full rate monthly premiums for FY10-11 and also the employee portion of the monthly premiums for FY10-11.
Motion was made by Alderman McDonnell, seconded by Alderman Cody and unanimously carried to remain with Blue Cross/Blue Shield and earmark the savings of $90,000 as a priority in the budget to eliminate the charge to the employees and authorize to advertise for Request for Proposals.
The Human Director stated there was a great need in knowing whether to keep the benefits year the same (Oct-Sept) or change it to a calendar year (Jan-Dec) since open enrollment will begin the week of August 22nd.
Motion was made by Alderman Hagan, seconded by Alderman Ross and unanimously carried to adjourn the Special Call meeting.
