MINUTES
MAYOR AND BOARD OF ALDERMEN
CITY OF OCEAN SPRINGS
SPECIAL CALL MEETING OCTOBER 24, 2006
Be it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs met in a Special Call Meeting at City Hall in the City of Ocean Springs at 5:00 p.m. on October 24, 2006. Mayor Moran presiding, Aldermen Gill, McDonnell, Lloyd, Weaver, Denyer, Dalgo and Hagan were present. Also present was City Clerk Adrienne Howell and City Attorney John Edwards.
Mayor Moran called the meeting to order.
The Special Call Meeting is for the purpose of any and all matters pertaining to Bienville Commons, garbage carts, CDBG related, Del Castle and an Executive Session regarding personnel issues in the Human Resources Department.
Motion was made by Alderman Weaver, seconded by Alderman Hagan and unanimously carried to accept the plan for preliminary plat for Bienville Commons except for a thruway on Commerce Street (Exhibit 1).
Motion was made by Alderman Gill and seconded by Alderman Weaver to authorize the rental of garbage carts for a monthly rental fee of $5.00 to be collected by the City, with $4.00 going to Delta Sanitation and $1.00 to the City for an administrative fee (Exhibit 2).
Motion was made by Alderman Dalgo, seconded by Alderman Gill and unanimously carried to accept the recommendations of the CDBG Selection Committee as follows: award engineering services to Compton Engineering, award legal services to Dogan & Wilkinson, PLLC, award administrative services to Jimmy G. Gouras and re-advertise for additional administrators and reject the proposal from Compton Engineering for architectural services and re-advertise (Exhibit 3).
Motion was made by Alderman McDonnell and seconded by Alderman Lloyd to grant the demolition permit for Del Castle. Motion carried with Aldermen Gill, McDonnell, Lloyd, Denyer and Hagan voting aye and Aldermen Weaver and Dalgo voting nay. Mayor Moran indicated that she would exercise veto power.
EXECUTIVE SESSION
Motion was made by Alderman Gill, seconded by Alderman Hagan and unanimously carried to go into closed session to determine the necessity of going into executive session.
The City Clerk returned to the meeting and announced that a motion was made by Alderman Hagan, seconded by Alderman Denyer and unanimously carried to remain in executive session to discuss personnel and potential litigation in the Human Resources Department.
Motion was made by Alderman Denyer, seconded by Alderman McDonnell and unanimously carried to come out of executive session and return to regular session.
Motion was made by Alderman Hagan, seconded by Alderman Gill and unanimously carried to adjourn the special call meeting.
