MAYOR AND BOARD OF ALDERMEN
CITY OF OCEAN SPRINGS

RECESS MEETING OF OCTOBER 16, 2008

 

 

Be it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs met in a Recess meeting at the Ocean Springs City Hall in the City of Ocean Springs at 5:30 p.m. on October 16, 2008.  Mayor Pro Tem Dalgo presiding, Aldermen Gill, McDonnell, Lloyd, Weaver, and Hagan were present.  Also present were City Clerk Shelly Ferguson and City Attorney John Edwards.  The Mayor and Alderman Denyer were absent.     

 

 

PUBLIC COMMENTS     

 

Fort Bayou residents spoke concerning drainage problems they are experiencing in their subdivision. 

 

The Mayor arrives and assumes control of the meeting.

NEW BUSINESS

 

Motion was made by Alderman Dalgo, seconded by Alderman McDonnell and unanimously carried to authorize Alderman James Hagan to attend the National Flood Proofing Conference. 

 

 

OLD BUSINESS

 

Motion was made by Alderman Weaver, seconded by Alderman McDonnell and unanimously carried to request Mississippi Department of Transportation to convey to the City the Right of Way along Porter Avenue from Front Beach Drive north to Howard Avenue (Exhibit 5-a).

 

Motion was made by Alderman Weaver, seconded by Alderman Dalgo and unanimously carried to authorize the Mayor to negotiate with The Admiralty property owners to develop parking spaces to include lighting, sidewalks and comfort stations to our specifications and in turn would allow those parking spaces to count toward their required parking area.

 

Mr. Demery Grubbs gave an update on the 2% bond issue. 

 

 

Motion was made by Alderman Denyer, seconded by Alderman Weaver and unanimously carried to accept the recommendation of the Recreation Master Plan Steering Committee to reject all bids due to lack of allocated funds; revise the construction documents to encompass the scope of work; re-advertise the revised bid specifications and reallocate all or part of the 2% tax levy currently allocated to the Alice Street pavilion to the Alice Street tennis court project.  The following elements are recommended as part of the base bid for the revised bid specifications:  1)  6 tennis courts (post-tension, non-cushioned); 2)  fencing for tennis courts and control for access, ingress and egress; 3)  lighting (as originally included); 4)  walkway – East/West reduced in size, ADA-compliant; 5)  landscaping – bed and irrigation only (plant material to be owner provided); 6)  benches (as originally included); 7)  small shade structures (as originally included); 8)  cooled water fountains – 3 (1/bank of tennis courts) and additive alternate – 2 additional tennis courts of same construction (Exhibit 5-b). 

 

Mr. Buzzy Bolton, Mr. Bruce Tolar and Mr. Joey Furr spoke concerning the 2% bond issue funded projects including budgets and design.

 

Motion was made by Alderman Weaver and seconded by Alderman Dalgo to ask the designers to meet with users to come up with a base number for the project and determine if anything else can be cut from the projects funded by the 2% tax levy.  Aldermen Gill, McDonnell, Weaver, Denyer and Dalgo voting aye and Aldermen Lloyd and Hagan voting nay.

 

Motion was made by Alderman Hagan, seconded by Alderman Lloyd and unanimously carried to recess until 6:00 p.m. on October 21, 2008.         

 

The meeting ended at 8:50 p.m.
