MAYOR AND BOARD OF ALDERMEN
CITY OF OCEAN SPRINGS

SPECIAL CALL MEETING NOVEMBER 9, 2009  

 

 

Be it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs met in a Special Call Meeting at City Hall Center in the City of Ocean Springs at 5:30 p.m. on November 9, 2009.  The Mayor presiding, Aldermen Gill, Cody, Denyer and Hagan were present.  Also present was City Clerk Shelly Ferguson.  Aldermen McDonnell, Ross and Dalgo were absent.     

 

The Mayor called the meeting to order.

 

The Special Call Meeting is for the purpose of any and all matters pertaining to any and all issues regarding public safety facility; any and all issues regarding Hurricane Ida and potential declaration of emergency and Resolution to enter into master equipment lease purchase agreement for lighting at Highway 57 ball fields.

 

Alderman McDonnell arrives at the meeting.

 

Motion was made by Alderman Cody and seconded by Alderman Gill to allocate $477,075.45 for the Fire/EOC from the $4.6M General Obligation bond.  Motion was carried with Aldermen Gill, McDonnell, Cody and Denyer voting aye and Alderman Hagan voting nay.   

 

Motion was made by Alderman Cody and seconded by Alderman Gill to allocate $363,454.05 for the Police/Jail/Court from the $4.6M General Obligation bond.  Motion was carried with Aldermen Gill, McDonnell, Cody and Denyer voting aye and Alderman Hagan voting nay.   

 

Motion was made by Alderman McDonnell and seconded by Alderman Gill to accept the recommendation of the architects to name GM&R Construction Co., Inc., the lowest and best bidder for the Fire/EOC for negotiations.  Motion was carried with Aldermen Gill, McDonnell, Cody and Denyer voting aye and Alderman Hagan voting nay.   

 

Motion was made by Alderman McDonnell and seconded by Alderman Gill to accept the recommendation of the architects to name Gulf Construction Co., Inc., the lowest and best bidder for the Police/Jail/Court for negotiations.   Motion was carried with Aldermen Gill, McDonnell, Cody and Denyer voting aye and Alderman Hagan voting nay.   

 

Motion was made by Alderman McDonnell, seconded by Alderman Cody and unanimously carried make a finding of fact that the Board determined that the lowest and best bidders are not more than 10% above the funds allocated to the project.

 

Motion was made by Alderman McDonnell, seconded by Alderman Gill and unanimously carried to authorize Bolton, Lack & Furr and the Police Chief to obtain cost estimate for renovations to the existing Police Department on Dewey Avenue.  

 

Motion was made by Alderman McDonnell, seconded by Alderman Gill and unanimously carried to adopt a Proclamation of Existence of a Local Emergency by the Mayor and Board of Aldermen of the City of Ocean Springs, Mississippi.

 

Motion was made by Alderman Gill, seconded by Alderman Cody and unanimously carried to adopt a Resolution Authorizing a Master Equipment Lease Purchase Agreement for the Purpose of Procuring the Light Structure Green System Project; Designating the Master Equipment Lease Purchase Agreement as a Qualified Tax Exempt Obligation; and Authorizing and Prescribing Other Matters Related Thereto and authorize the Mayor to execute any and all documents necessary.

   

Motion was made by Alderman Hagan, seconded by Alderman Gill and unanimously carried to adjourn the special call meeting.

 

Meeting ended at 6:46 p.m.
