MAYOR AND BOARD OF ALDERMEN
CITY OF OCEAN SPRINGS
SPECIAL CALL MEETING MAY 9, 2007
Be it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs met in a Special Call Meeting at City Hall in the City of Ocean Springs at 8:00 a.m. on May 9, 2007. Mayor Moran presiding, Aldermen Gill, Lloyd, Weaver and Denyer were present. Also present was City Clerk Adrienne Howell. Aldermen McDonnell, Dalgo and Hagan were absent.
Mayor Moran called the meeting to order.
The Special Call Meeting is for the purpose of any and all matters pertaining to building insurance and payment of premiums/budge amendment and the Homeland Security Public Safety Building Grant, return of excess funds and authority to forward funds to the Department of Justice.
Human Resources/Risk Manager Melessa Bryant said the wind insurance for city buildings will expire on Saturday, May 12, 2007 and she has been shopping for the lowest possible rate with the best coverage and waiting for legislation on the issue. Mr. Scott Lemon and Mr. Charles Rivers from Lemon Mohler Insurance explained that wind insurance will have to be procured through the Mississippi Wind Pool because of the age and structure of four of the buildings which are the Civic Center, the Police Department, the Library and the Mary C. O’Keefe Cultural Center. The cost of a $1 million dollar blanket from the Mississippi Wind Pool for City buildings will be $46,775.00 with a $5 million dollar policy to layer on top of the primary insurance from Lloyds of London for $146,106.38 for a total expense of $192,881.38. Motion was made by Alderman Denyer, seconded by Alderman Gill and unanimously carried to accept the recommendation for the wind insurance and commend the City Clerk, the Human Resources/Risk Manager, Mr. Scott Lemon and Mr. Charles Rivers on their hard work on this matter; to task the Human Resources/Risk Manager and the insurance agents to work together to gather information for the next budget regarding other city policies; and to adopt the attached budget amendment as presented by the City Clerk and authorize payment of said insurance premium (Exhibit 1).
The City Clerk explained that a request was received from Homeland Security to pay back with interest the unused funds for the Homeland Security Building Grant. The grant money will not be lost but will be reimbursed on a draw down basis as the funds are expended. Motion was made by Alderman Denyer, seconded by Alderman Lloyd and unanimously carried to return the excess money from the Homeland Security Grant in the amount of $507,906.05 principal and $12,958.20 interest for a total of $520,864.25 with the understanding that the funds are still available.
Motion was made by Alderman Gill, seconded by Alderman Lloyd and unanimously carried to adjourn the special call meeting.
