MAYOR AND BOARD OF ALDERMEN
CITY OF OCEAN SPRINGS

RECESS MEETING OF JUNE 8, 2010 

 Be it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs met in a Recess meeting at the Ocean Springs Police Department courtroom in the City of Ocean Springs at 5:30 p.m. on June 8, 2010.  Mayor Moran presiding, Aldermen Ross, Gill, Cody, Dalgo, Denyer, Dalgo and Hagan were present.  Also present was City Clerk Shelly Ferguson and City Attorney John Edwards.  Alderman McDonnell was absent during roll call but arrived in the meeting.

 ADDENDUM

 Motion was made by Alderman Cody, seconded by Alderman Gill and unanimously carried to add the Addendum to the Agenda.

 CONSENT AGENDA

 Motion was made by Alderman Cody and seconded by Alderman Gill to accept the Consent Agenda.  Motion carried with Alderman Ross, Gill, McDonnell, Cody, Denyer and Dalgo voting aye and Alderman Hagan voting nay.

 PUBLIC COMMENT

 None.

 PRESENTATION

 Mr. Joey Furr gave a power point presentation on the update of the current plan for Highway 57 Sports Complex.  He explained Phase 1 was almost complete; phase 2 will be starting soon and phase 3 would include the architectural elements of the project such as concession stands, bathrooms and other amenities.  Mr. Furr reported on all of the elements of the drainage at the site. 

 Motion was made by Alderman Dalgo, seconded by Alderman Ross and unanimously carried to authorize to advertise for Request for Proposals for the pumps at the Highway 57 Sports Complex to include a maintenance contract.  

 Motion was made by Alderman Cody, seconded by Alderman McDonnell and unanimously carried to add the additional restrooms and concessions at all designated points as outlined in the Master plan for Highway 57 Sports Complex.

 Motion was made by Alderman McDonnell, seconded by Alderman Cody and unanimously carried to authorize Joey Furr and Compton Engineering to test the soil at the new high school to determine if it can be used as fill at the Highway 57 Sports Complex.

 DEPARTMENT REPORTS

 Mayor:

Dr. David Keith of Anchor QEA, LLC, reported they were continuing to look for additional measures to protect the City’s marshlands and sensitive areas from the oil spill in the gulf.  He further stated there is a boom product called Gunderboom and a microbe treatment that will break down free-flowing oil.  There will be a demonstration of how these products work on Thursday, June 10th at 1:00 p.m. at the Mary C. O’Keefe Cultural Center in the HOSA room.  Dr. Keith also stated the one-mile of “X-Tex” fencing is scheduled for completion at the end of the week. 

 Motion was made by Alderman Ross, seconded by Alderman Denyer and unanimously carried to authorize the Mayor to implore BP and the Jackson County EOC to investigate the use of the Gunderboom Subsurface Oil Control (SOC) System and the Ultra-Microbes. 

 Motion was made by Alderman Gill, seconded by Alderman Denyer and unanimously carried to authorize up to $1,000.00 to advertise the City resources at the Boys & Girls Club Steak & Steak dinner.

 Motion was made by Alderman Cody, seconded by Alderman Gill and unanimously carried to recess until 6:00 p.m. on June 15, 2010.

 Meeting ended at 7:10 p.m.
