MAYOR AND BOARD OF ALDERMEN
CITY OF OCEAN SPRINGS

REGULAR MEETING OF JUNE 5, 2007

Be it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs met in a Regular meeting at City Hall in the City of Ocean Springs at 6:00 p.m. on June 5, 2007. Mayor Moran presiding, Aldermen Gill, McDonnell, Dalgo and Denyer were present. Also present were City Attorney John Edwards and City Clerk Adrienne Howell. Aldermen Lloyd, Weaver and Hagan were absent.

The Mayor gave the invocation and led the Pledge of Allegiance.

PRESENTATION

Mr. Paul Fox, President of the Ocean Springs Elks #2501, presented a check in the amount of $3,096.46 to Interim Police Chief Lionel Cothern and Officer Tim Fowler for drug education (Exhibit 3-a). Motion was made by Alderman McDonnell, seconded by Alderman Gill and unanimously carried to waive the rental fee of the Civic Center for the Ocean Springs Elks Mardi Gras ball to promote the resources of the City. Motion was made by Alderman McDonnell, seconded by Alderman Gill and unanimously carried to accept the donation from the Ocean Springs Elks for drug education.

OLD BUSINESS

Ms. Jennifer Carlisle presented a request for donation to the 1699 Committee (Exhibit 4-a). Motion was made by Alderman McDonnell, seconded by Alderman Gill and unanimously carried to donate $3,000.00 to the 1699 Committee to promote the resources of the City and amend the budget accordingly.

Mr. Chelius Carter with the MS Department of Archives and History gave an update on the status of the Charnley House explaining that his department continues to work with the homeowner and the architect and an appraisal is underway.

Motion was made by Alderman Gill, seconded by Alderman McDonnell and unanimously carried to accept the MDAH grant awards and authorize the Mayor to execute the acceptance documents (Exhibit A-1a).

PUBLIC COMMENT

Ms. Linda Carter, 5400 Deena Drive, said that her father owns the property at 406 Porter Avenue which has been slated for lot cleaning and explained that they will clean the property within thirty days. Motion was made by Alderman Gill, seconded by Alderman Dalgo and unanimously carried to stay the lot cleaning at 406 Porter Avenue for thirty days.

CONSENT AGENDA

Motion was made by Alderman Gill, seconded by Alderman Dalgo and unanimously carried to approve the Consent Agenda.

DEPARTMENT REPORTS

Mayor

Motion was made by Alderman Denyer, seconded by Alderman Gill and unanimously carried to adopt resolutions related to the submission of applications for CDBG Disaster Recovery Grants through the Mississippi Department of Environmental Quality (Exhibit 7-a). Motion was made by Alderman McDonnell, seconded by Alderman Gill and unanimously carried to appoint a selection committee for the CDBG Disaster Recovery Grants to consist of the Mayor, the Public Works Director, the City Clerk, the Grants Administrator, with input as necessary from the City Engineer and the City Attorney.

City Clerk

The City Clerk reported that no bids were received for the generators and requested that authorization be given to re-advertise (Exhibit 7-c). Motion was made by Alderman Dalgo, seconded by Alderman Gill and unanimously carried to authorize re-advertising for generators.

Community Development & Planning

Motion was made by Alderman Denyer, seconded by Alderman Gill and unanimously carried to adopt a resolution authorizing listing the addresses of the homes in Mulberry Place to reflect their respective lot numbers, and to officially inform the U.S. Post Office of the new addresses (Exhibit 7-d).

ALDERMAN’S FORUM

Alderman McDonnell invited anyone interested in the community to enhance our recreation and public safety to get involved with the 2% tax referendum and the Mayor announced that the next meeting will be held on June 14, 2007 at 5:30 p.m. at Gulf Hills Resort.
Alderman Denyer said that he has received several calls for lot cleanings due to storm damage from Hurricane Katrina; that street paving has not happened in his ward because they have to be milled which is a county issue and asked the Mayor for assistance she can provide; and asked Mr. Groue to look at East Beach Road.

Motion was made by Alderman McDonnell, seconded by Alderman Gill and unanimously carried to recess until 6:00 p.m. on June 20, 2007.
