MAYOR AND BOARD OF ALDERMEN
CITY OF OCEAN SPRINGS

SPECIAL CALL MEETING JULY 31, 2007

Be it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs met in a Special Call Meeting at City Hall in the City of Ocean Springs at 5:30 p.m. on July 31, 2007. Mayor Moran presiding, Aldermen Gill, McDonnell, Lloyd, Weaver, Denyer and Hagan were present. Alderman Dalgo was absent. Also present was Deputy City Clerk Mindy McDowell.

The Mayor called the meeting to order.

The Special Call Meeting is for the purpose of any and all matters pertaining to the appointment of a Selection Committee for the Front Beach Master Plan, authorize a donation of $1,000.00 to the Ocean Springs Little League, Inc. to promote the resources of the City, health insurance and related costs and an Executive Session for interviews for Fire Chief.

Motion was made by Alderman Gill and seconded by Alderman McDonnell to appoint a Selection Committee for the Front Beach Master Plan to consist of Community Development Director Eric Meyer, Assistant Planning Director Kyle Smith, Grants Administrator Carolyn Martin, Planning Commission Chairman Mary Marr Beckman, Mayor Connie Moran, Alderman At Large Julia Weaver and a member of the Harbor Commission (Exhibit 1). Motion carried with Aldermen Gill, McDonnell, Weaver and Hagan voting aye and Alderman Denyer and Lloyd voted nay.

Motion was made by Alderman Gill, seconded by Alderman Hagan and unanimously carried to authorize a donation of $1,500.00 to the Ocean Springs Little League Inc. to be utilized for both State Champion teams to promote the resources of the City (Exhibit 2). Motion was made by Alderman McDonnell, seconded by Alderman Lloyd and unanimously carried to amend the budget accordingly for the Little League donation.

Human Resources/Risk Manager Melessa Bryant explained that there will be a 30% increase in the cost of health insurance from Blue Cross this year and there was a discussion of how to fund the increase and if the cost would be passed onto the employees (Exhibit 3). Alderman Lloyd asked Ms. Bryant to conduct an informal survey of the employees to see if they would rather have a pay raise or have the City absorb the increase in the insurance and report back at the next meeting.

EXECUTIVE SESSION

Motion was made by Alderman Hagan, seconded by Alderman McDonnell and unanimously carried to go into closed session to determine the necessity of going into executive session.

Motion was made by Alderman Hagan, seconded by Alderman Weaver and unanimously carried to remain in executive session to conduct three interviews for the position of Fire Chief.

Human Resources/Risk Manager Melessa Bryant and Civil Service Commissioner Denise Jones were in attendance.

Motion was made by Alderman McDonnell, seconded by Alderman Gill and unanimously carried to come out of executive session and return to regular session.

Motion was made by Alderman McDonnell, seconded by Alderman Gill and unanimously carried to authorize the Mayor to offer Interim Fire Chief Patrick Williams the position of Fire Chief at his current rate of pay.

Motion was made by Alderman Hagan, seconded by Alderman Lloyd and unanimously carried to adjourn the special call meeting.
