MAYOR AND BOARD OF ALDERMEN
CITY OF OCEAN SPRINGS

SPECIAL CALL MEETING JANUARY 26, 2009

 

 

Be it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs met in a Special Call Meeting at City Hall in the City of Ocean Springs at 6:00 P.m. on January 26, 2009.  The Mayor presiding, Aldermen Gill, McDonnell, Lloyd, Denyer, and Hagan were present.  Also present was City Clerk Shelly Ferguson.  Alderman Weaver and Alderman Dalgo were absent.      

 

They Mayor called the meeting to order.

 

The Special Call Meeting is for the purpose of any and all matters pertaining to authorizing Mayor to execute contract with M. A. Howard for project management services during construction of Fort Maurepas project, to be paid for by FEMA.  City Attorney concurs (Exhibit 1); authorizing Mayor to execute contract with Orocon Construction, LLC for construction of Fort Maurepas project, City Attorney concurs; Authorizing Mayor to execute contract with Brown & Mitchell Engineering, Inc., for engineering services to design the new street lighting for Front Beach, to be followed by final approval of contract and notice to proceed by MDOT.  The project and engineering services will be paid for by both a Community Development Block Grant (CDBG) and by a Katrina Disaster Relief grant by the Federal Highway Administration (Exhibit 3); Authorizing Mayor to execute Contact between City of Ocean Springs and Bay South Ltd. for City Hall Annex project (Exhibit 4); Discussion Item:  Brad Bradford, Ocean Springs representative to the Jackson County Utility Authority, will discuss current legislation in the State that would affect the number of county appointees on the Board of Directors of Jackson County Utility Authority; Discussion Item:  To authorize Mayor and Planning Director to appear before the Board of Supervisors at their invitation for February 2nd to discuss the county pier, parking and boat ramp project near the bridge; Considering Tree Committee report of January 26th regarding removal of trees in order to accommodate Forest Hill Drainage Project and issue Notice to Proceed.

 

Motion was made by Alderman Denyer, seconded by Alderman Gill and unanimously carried to authorize Mayor to execute Contract with M.A. Howard for project management services during construction of Fort Maurepas project, to be paid by FEMA and City Attorney concurs (Exhibit 1).

 

Motion was made by Alderman McDonnell, seconded by Alderman Hagan and unanimously carried to authorize Mayor to execute Contract with Orocon Construction, LLC for construction of Fort Maurepas project, City Attorney concurs (Exhibit 2).

 

Motion was made by Alderman McDonnell, seconded by Alderman Gill and unanimously carried to authorize Mayor to execute Contract with Brown & Mitchell Engineering, Inc for engineering services to design the new street lighting for Front Beach, to be followed by final approval of contract and notice to proceed by MDOT.  The project and engineering services will be paid for by both a Community Development Block Grant (CDBG) and by a Katrina Disaster Relief grant by the Federal Highway Administration (Exhibit 3).

 

Motion was made by Alderman Hagan, seconded by Alderman Lloyd and unanimously carried to authorize the Mayor to execute the Contract between City of Ocean Springs and Bay South Ltd. for City Hall Annex project (Exhibit 4).

 

Mr. Brad Bradford, Jackson County Utility Authority, spoke concerning House Bill 1031, An Act to Amend Section 49-17-733, Mississippi Code of 1972, to Increase the Number of Directors of the Jackson County Utility Authority; and for related purposes.  Motion was made by Alderman Lloyd, seconded by Alderman Hagan and unanimously carried to authorize the City Attorney to draft a resolution opposing House Bill 1031 and send a copy to Governor, Lt. Governor and all coastal representatives.

 

Motion was made by Alderman Hagan, seconded by Alderman Gill and unanimously carried to authorize the Mayor, Planning Director and all Board members to appear before the Jackson County Board of Supervisors on February 2nd to present the plans for the rights of way for the County FEMA project for new fishing pier and parking.  

 

Motion was made by Alderman Denyer, seconded by Alderman Hagan and unanimously carried to accept tree committee report and issue a Notice to Proceed for Forest Hill Drainage Project (Exhibit 7). 

  

Motion was made by Alderman Hagan, seconded by Alderman Gill and unanimously carried to adjourn the special call meeting.

 

Meeting ended at 6:42 p.m.
