MAYOR AND BOARD OF ALDERMEN
CITY OF OCEAN SPRINGS
RECESS MEETING OF AUGUST 30, 2011
Be it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs met in a Recess meeting at City Hall in the City of Ocean Springs at 5:30 p.m. on August 30, 2011. Mayor Moran presiding, Aldermen Ross, Gill, McDonnell, Cody, Denyer and Hagan were present. Also present was City Clerk Shelly Ferguson and City Attorney John Edwards. Alderman Dalgo was absent.
Alderman Ross gave the invocation and the Mayor led the Pledge of Allegiance.
The Mayor proposed a cost of living raise of $300.00 per employee; not recommending any furloughs; no millage increase and a 1% merit raise.
The proposed budget for next year has a beginning balance of $1.25M and ending with $950,000.00.
The City Clerk explained the non-reoccurring revenue of $460,000.00.
The current grass cutting contract was discussed.
Alderman McDonnell asked to keep the allotment to the Chamber of Commerce at $8,000.00.
The YMCA was discussed. The Board agreed to a $5,000.00 contribution.
The City Clerk discussed capital projects that were not budgeted.
Raises and cost of living increases were discussed.
The Board asked for different scenarios concerning cost of living and merit raises.
Charging employees $15.00 for inside and $30.00 for outside city limits that take home vehicles was discussed. The Board was not in favor of it.
The Board asked to increase their Capital Improvement Accounts to $7,000.00.
Alderman McDonnell asked for a consensus of the board for the City Clerk’s recommendation to give back the $91,000.00.
Motion was made by Alderman McDonnell, seconded by Alderman Cody and unanimously carried to advertise the Public Hearing Notice on September 6, 2011, accepting the budget as presented with $91,000.00 being returned to employees by eliminating the $40.00 fee charged to the employees.
Motion was made by Alderman Gill, seconded by Alderman Hagan and unanimously carried to authorize employment of Matthew Bennett, full-time Maintenance Worker, effective September 14, 2011, $11.00 hourly, six-month probationary period and pending successful completion of all pre-employment requirements (Exhibit
