MAYOR AND BOARD OF ALDERMEN
CITY OF OCEAN SPRINGS
SPECIAL CALL MEETING APRIL 23, 2008
Be it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs met in a Special Call Meeting at City Hall in the City of Ocean Springs at 5:30 p.m. on April 23, 2008. Mayor Moran presiding, Aldermen Gill, McDonnell, Lloyd, Denyer and Dalgo were present. Also present was City Clerk Shelly Ferguson. Aldermen Weaver and Hagan were absent.
Mayor Moran called the meeting to order.
The Special Call Meeting is for the purpose of any and all matters pertaining to interview candidates for Architects for public safety center; accept tree committee report; approve payment: Docket of Claims for payment for winners of art contest; accept Budget Amendments; authorize building permit for an access pier at 704 Rue Rivage and approve appointments to Tree Committee as follows: Jan Walker, term expiring 6/30/2013 and Helen H. Effinger, term expiring 6/30/213.
Mr. Travis Green from the Rotary Club thanked the Board for the assistance in transporting visiting International Rotarians to our community during the day of April 22nd.
Alderman Hagan arrived at the meeting at 5:40 p.m.
Alderman Weaver arrived at the meeting at 5:42 p.m.
Motion was made by Alderman McDonnell, seconded by Alderman Lloyd and unanimously carried to accept the tree committee report. Aldermen Dalgo and Hagan abstained from the vote (Exhibit 2).
Motion was made by Alderman McDonnell, seconded by Alderman Gill and unanimously carried to approve the Docket of Claims for payment for winners of art contest (Exhibit 3).
Motion was made by Alderman McDonnell, seconded by Alderman Gill and unanimously carried to accept the budget amendments (Exhibit 4).
Motion was made by Alderman McDonnell, seconded by Alderman Gill and unanimously carried to authorize the building permit for an access pier at 704 Rue Rivage (Exhibit 5).
Motion was made by Alderman McDonnell, seconded by Alderman Dalgo and unanimously carried to hold the appointments to the Tree Committee; continue taking applications and vote on these appointments along with the other Boards and Commissions on May 20, 2008.
Interviews were conducted for the top 2 architectural firms selected by the Selection Committee for the public safety center. Mr. Glenn Currie of JBMH gave a power point presentation. Mr. Bolton, Mr. Lack and Mr. Furr of Bolton, Lack, Furr, Architects, gave a power point presentation.
Motion was made by Alderman Lloyd, seconded by Alderman McDonnell, and unanimously carried to choose one (1) architectural firm for the design of the public safety center.
The Mayor called for a 10 minute Recess.
Motion was made by Alderman Lloyd, seconded by Alderman McDonnell and unanimously carried to accept the methodology which assigns a “1” to each members high score given during the evaluation process. A zero is then assigned to all other candidates.
Motion was made by Alderman McDonnell, seconded by Alderman Hagan and unanimously carried to reject the recommendation of the Selection Committee.
The Board interviewed the top two (2) high scoring candidates using the approved methodology to score and vote.
Motion was made by Alderman McDonnell, seconded by Alderman Gill and unanimously carried to hire Bolton, Lack, Furr Architects for the public safety center based on the results of the submitted scoring sheets.
Motion was made by Alderman McDonnell, seconded by Alderman Hagan and unanimously carried to adjourn the special call meeting.
