MAYOR AND BOARD OF ALDERMEN
CITY OF OCEAN SPRINGS

RECESS MEETING OF JULY 22, 2008

 

 

Be it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs met in a Recess meeting at the Ocean Springs Civic Center in the City of Ocean Springs at 8:30 a.m. on July 22, 2008.  Mayor Moran presiding, Aldermen McDonnell, Lloyd, Weaver and Denyer were present.  Also present were City Attorney John Edwards and City Clerk Shelly Ferguson.  Aldermen Gill, Dalgo and Hagan were absent.        

 

 

DEPARTMENT REPORTS

 

Mayor:

 

Motion was made by Alderman Weaver, seconded by Alderman McDonnell and unanimously carried to authorize the Mayor to execute the Contract with Greg Cantrell, Inc. for up to $2,500.00 for a landscape, pathway and irrigation plan including incorporating new restrooms for Little Children’s Park to be paid for by contractual services in the Mayor’s budget (Exhibit 3-a).

 

Alderman Gill arrives at the meeting.

 

The Mayor and Aldermen discussed possible arrangements to lease the 308 square foot city cottage in Cottage Square to Laura Tolar Designs for in-kind graphic services in the amount of $370.00 per month plus utilities.  Motion was made by Alderman Lloyd to sell the city cottage.  Motion dies for lack of a second.  The Community Development Director advised that the city cottage does not meet commercial building code requirements because it does not have a sprinkler system.  He also advised that the cottage does not meet residential building code requirement because of the size of the bedroom.  The Mayor will obtain quotes to install a sprinkler system to meet commercial code requirements and report back to the Board. 

 

Motion was made by Alderman Denyer, seconded by Alderman Gill and unanimously carried to authorize Mayor with the concurrence of the City Attorney to take whatever action necessary to pave the newly developed access road to Clay Boyd Splash Park not to exceed $73,000.00.

 

Police:

 

Motion was made by Alderman Denyer, seconded by Alderman Weaver and unanimously carried to authorize promotion of Patrolman/Detective Adam Carter to Sergeant and place him on Sergeants salary of $35,500.00, six-months probation, effective July 26, 2008.

 

Motion was made by Alderman Denyer, seconded by Alderman Weaver and unanimously carried to authorize to hire Charles S. Bond as Patrolman 2nd Class, annual salary $31,000.00, one-year probation, effective August 6, 2008.

 

Motion was made by Alderman Denyer, seconded by Alderman Weaver and unanimously carried to accept resignation of Aaron D. Keebler, Dispatcher, effective August 3, 2008, and authorize to proceed with the process of filling the vacant dispatcher position.

 

Motion was made by Alderman Denyer, seconded by Alderman Weaver and unanimously carried to authorize to hire Christine Bang, Dispatcher, $10.72 hourly, six-months probation, effective August 6, 2008, pending successful completion of all pre-employment qualifications.

 

 

Community Development and Planning:

 

Motion was made by Alderman Denyer, seconded by Alderman McDonnell and unanimously carried to authorize the hiring of the temporary building clerk.

 

The Community Development Director along with Sarah Humphrey, Bruce Peshoff and Kevin Klinkenberg discussed the Comprehensive Growth Plan for the City of Ocean Springs. 

 

Alderman Denyer left at 10:32 a.m. and the meeting concluded due to lack of a quorum.
