    Officers Graduate from Northwestern University’s School of Police Staff and Command 

    Ocean Springs, MS – The Ocean Springs Police Department is pleased to announce the recent graduation of Lieutenant James Billingsley and Sergeant Matthew Morvant from the School of Police Staff and Command (SPSC) at Northwestern University.   

    The School of Police Staff and Command provides upper-level college instruction in a total of twenty-seven core blocks during each session. Major topics of study include Leadership; Human Resources; Employee Relations; Organizational Behavior; Applied Statistics; Planning and Police Development; and Budgeting and Resource Allocation. This exceptional program, which was implemented by the Center for Public Safety in 1983, has graduated over 18,000 students both nationally and internationally.

    Each student is academically challenged through a required curriculum that includes written examinations, projects, presentations, and quizzes, in addition to a staff study paper. Upon successful completion, students may be awarded a total 6 units of undergraduate credit from Northwestern University in Evanston, Illinois.

    Billingsley and Morvant successfully completed the ten-week program held in Nashville, Tennessee, from July 24-September 29, 2017. They were in SPSC Class #419 along with 27 other students. We anticipate great benefit to our agency and community as these officers begin to utilize the skills and knowledge developed through this esteemed program.
