    Minutes - September 14, 2018 - 5:45 p.m. Special Call Meeting

    SPECIAL CALL MEETING SEPTEMBER 14, 2018

     

    Be it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs met in a Special Call Meeting at the Ocean Springs City Hall in the City of Ocean Springs at 5:45 p.m. on September 14, 2018.  The Mayor presiding, Aldermen Cox, Gill, Authement, Bellman, Papania, Blackman, and Impey were present. Also present were City Attorney Kevin Melchi and Interim City Clerk Patty Gaston.  

    The Mayor called the meeting to order. 

    The Special Call Meeting is for the purpose of any and all matters pertaining to the adoption of the FY18-19 budget.

    Alderman Gill said that $60,000.00 is budgeted from the 2% fund for the dog park and the engineer has estimated that the cost for the dog park will be $150,000.00 to $160,000.00.  There was discussion of building the dog park in phases.  Alderman Blackman suggested advertising a base bid for the dog park with 3 additional alternate packages.    

    Melanie Allen thanked the city for moving forward with the development of a dog park which has been discussed for years and said that we want the park to be first class for the pets.  She and Tracy James offered to partner with the city to seek sponsorships and fundraise for the dog park.

    Alderman Authement said that all are in favor of the development of a dog park but the original discussion was to build one for a lower cost.  Alderman Impey agreed and said that all of the discussions of a dog park during the meetings he was in attendance were for total of $30,000.00 to $50,000.00. Alderman Authement said he doesn’t agree with announcing a set budgeted amount due to vendors bringing the bids in to match the budget.

    Motion was made by Alderman Gill and seconded by Alderman Bellman to increase the budgeted amount for the dog park fund from $60,000.00 to $160,000.00. Alderman Cox stated he would vote aye as long as they would make an effort to keep the cost down. Alderman Blackman assured him they can come in a lower.  Motion carried with Aldermen Cox, Gill, Bellman, Papania, and Blackman voting Aye and Aldermen Authement and Impey voting nay.

    Motion was made by Alderman Gill, seconded by Alderman Authement and unanimously carried to adopt the Fiscal Year 2018-2019 budget. (Exhibit a)

    Motion was made by Alderman Gill, seconded by Alderman Blackman and unanimously carried to adjourn the Special Call Meeting.


    The meeting ended at 6:24 p.m.
