    Minutes - November 30, 2017 - 6:00 p.m. Special Call Meeting

    SPECIAL CALL MEETING NOVEMBER 30, 2017 

    Be it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs met in a Special Call Meeting at City Hall in the City of Ocean Springs at 6:00 p.m. on November 30, 2017.  The Mayor presiding, Aldermen Cox, Gill, Authement, Bellman, Papania, and Blackman.  Alderman Impey was absent.  Also present was Deputy City Clerk Janice Hilton and City Attorney Kevin Melchi.

    The Mayor called the meeting to order.

    The Special Call Meeting is for the purpose of any and all matters pertaining to the Public Works Field Operations Supervisor, Public Works Department, Historical Preservation Commission, and Civil Service Commission.

    Motion made by Alderman Papania, seconded by Alderman Bellman and unanimously carried to accept the job description for Assistant Public Works Director of Field Operations as written.

    Motion made by Alderman Cox, seconded by Alderman Blackman and unanimously carried to go into closed session to determine the necessity of remaining in executive session.

    Motion made by Alderman Blackman, seconded by Alderman Gill and unanimously carried to remain in executive session to conduct interviews for Public Works Director.

    Motion made by Alderman Cox, seconded by Alderman Bellman and unanimously carried to come out of executive session and return to regular meeting.

    Motion made by Alderman Cox, seconded by Alderman Blackman to adopt Ordinance No. 2017-16 an Ordinance Repealing Ordinance No. 2017-13 and to Remove from the Coverage Afforded by the Civil Service System to the Position of Public Works Director of the City of Ocean Springs, Mississippi.

    Motion passes with Mayor Dobson’s tiebreaking vote.

    Motion made by Alderman Cox, seconded by Alderman Blackman to adopt Ordinance No. 2017-17 an Ordinance Amending Ordinance No. 5-1972 by Removing from the Coverage Afforded by the Civil Service System the Position of Assistant Public Works Director of Field Operations of the City of Ocean Springs, Mississippi.

    Motion passes with Mayor Dobson’s tiebreaking vote.

    Motion made by Alderman Cox, seconded by Alderman Gill and unanimously carried to appoint Maria Hughes to the Historic Preservation Board.

    Motion made by Alderman Gill, seconded by Alderman Bellman and unanimously carried to appoint Kevin Westbrook and Rebecca Lucas to the Civil Service Commission.

    Motion made by Alderman Papania, seconded by Alderman Authement and unanimously carried to hire John Russell as the Public Works Director effective January 1st, 2018, with an annual salary of $60,000.00.

    Motion made by Alderman Gill, seconded by Alderman Bellman and unanimously carried to hire Allan Ladnier as the Assistant Public Works Director of Field Operations effective January 1st, 2018.

    The Board congratulated John Russell and Allan Ladnier on their new positions.

    Motion made by Alderman Blackman, seconded by Alderman Cox and unanimously carried to adjourn the Special Call Meeting.

    The meeting ended at 7:56 p.m.
