    Minutes - November 17, 2017 - 5:30 p.m. Special Call Meeting

    SPECIAL CALL MEETING NOVEMBER 17, 2017 

    Be it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs met in a Special Call Meeting at City Hall in the City of Ocean Springs at 5:30 p.m. on November 17, 2017.  The Mayor presiding, Aldermen Cox, Gill, Authement, Bellman, Papania, Blackman, and Impey were present.  Also present was City Clerk Shelly Ferguson.

    The Mayor called the meeting to order at 5:53 p.m.

    The Special Call Meeting is for the purpose of any and all matters pertaining to the Public Works Department and city annual appointments.

    Motion made by Alderman Impey, seconded by Alderman Blackman and unanimously carried to appoint Nate Wilson as EOC Director, Monte Tynes as City Prosecutor, and Calvin Taylor as City Judge Pro Tem.

    The Mayor called on the Board for a discussion regarding the Public Works Department. Alderman Impey commented that Mr. Lee, Civil Service Commissioner, sent out an email stating that due to (2) two applicants of the (3) three applicants withdrew he could send (2) two additional applicants for review. 

    Motion made by Alderman Impey, seconded by Alderman Gill to request (2) two additional applications from Civil Service for applicants applying for Public Works Director.  Aldermen Gill, Authement, Cox, Papania, Blackman, and Impey voting aye, Alderman Bellman voting nay.  Motion passes.

    The Board asked the City Clerk to read the results from the votes for the City’s annual appointments for City Attorney, City Judge, City Auditor, and City Engineer.

    The votes for City Auditor resulted in appointing a new City Auditor.  The City Clerk requested the Board not change the current auditor due to the fact that the City is about to undergo a computer software transition and she feels it will be difficult for a new auditor to learn the old system and a new state of the art system at the same time.  Alderman Impey agrees with the City Clerk.    

    Motion made by Alderman Gill, seconded by Alderman Blackman to appoint Alexander, Van Loon, Sloan, Levens, Favre, PLLC as the City Auditor.  Aldermen Gill, Authement, Bellman, Cox, Papania, and Blackman voting aye, Alderman Impey voting nay.  Motion passes.

    Motion made by Alderman Blackman, seconded by Alderman Impey and unanimously carried to appoint Compton Engineering, Inc. as the City Engineer.

    Motion made by Alderman Impey, seconded by Alderman Blackman and unanimously carried to appoint Dogan and Wilkinson, PLLC as the City Attorney.

    Motion made by Alderman Gill, seconded by Alderman Impey and unanimously carried to appoint Matthew Mestayer as the City Judge.

    The City Clerk made a recommendation to the Board to consider changing the dates of the annual appointment from July 1st through June 30th to October 1st through September 30th to coincide with our fiscal year.  The City Clerk said she called the State Auditor’s office and verified there are not any rules about the dates of the annual appointments.

    Motion made by Alderman Impey, seconded by Alderman Cox and unanimously carried to have all annual appointments concur with the City’s fiscal year which is October 1st through September 30th.

    Motion made by Alderman Authement, seconded by Alderman Impey and unanimously carried to adjourn the meeting.

    Meeting ended at 6:15 p.m.
