SPECIAL CALL MEETING
OF MAY 22, 2018
it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs
met in a Special Call meeting at City Hall in the City of Ocean Springs at 5:30
p.m. on May 22, 2018. The Mayor presiding,
Aldermen Cox, Gill, Authement, Bellman, Papania, Blackman, and Impey were
present. Also present was City Clerk Shelly
Ferguson and City Attorney Kevin Melchi.
purpose of the Special Call Meeting is to discuss any and all matters
pertaining to the City Auditor’s Contract; interviews for Ocean Springs School
Board member; and discussion of AT&T fiber optic pedestals.
Gill talked about AT&T installing fiber optic pedestals throughout the
whole city starting in Fort Bayou Estates Subdivision. Alderman Gill requested the City Attorney
contact AT&T and review the contract with AT&T regarding placement of
utility boxes. Alderman Gill said it is
stated in the contract that whatever equipment is placed in the yard or
easement has to be aesthetically pleasing to the neighborhood. The City Attorney called AT&T about putting
the pedestals underground.
Michelle Smith, Portree Place in Fort Bayou Estates, talked about the work
AT&T is doing in Fort Bayou Estates. Ms. Smith stated the pedestals look like small water heaters. Ms. Smith contacted the AT&T representative
about the pedestals and AT&T agreed to bury the box for her. Ms. Smith is requesting the Board put an
ordinance in place so other utilities cannot come in and do the same thing.
made by Alderman Gill, seconded by Alderman Blackman and unanimously carried to
have the City Attorney along with the Building Official to draft an Ordinance
regulating utilities on right-of-ways and easements in the City of Ocean
made by Alderman Gill, seconded by Alderman Papania and unanimously carried to
have the City Attorney negotiate with AT&T to rework all existing fiber
optic pedestals and put them underground to also include any future fiber optic
pedestals be placed underground as well.
Kim Marmalich, Partner over AVL Audit Assurance Department, and Deborah Aiken,
Director of the Audit Assurance Department at AVL, came before the Board to
submit a revised change order for the FY16-17 audit.
made by Alderman Cox, seconded by Alderman Bellman and unanimously carried to
go into closed session to determine the necessity of remaining in executive
City Clerk returned to the boardroom and announced motion made by Alderman Cox,
seconded by Alderman Gill and unanimously carried to remain in Executive
Session to discuss personnel regarding audit.
made by Alderman Authement, seconded by Alderman Gill and unanimously carried
to come out of Executive Session and return to the open meeting.
Papania, seconded by Alderman Bellman and unanimously carried to pay the change
order submitted by Alexander, Van Loon, Sloan, Levens, Favre, PLLC Certified Public
Accountants & Business Consultants in the amount of $15,600.00 to complete
the FY16-17 audit.
Cox recused himself from interviewing and voting for the Ocean Springs School
Board member as recommended by the City Attorney.
Board interviewed the following candidates for the Ocean Springs School Board;
Mr. Joe Cloyd, Ms. Kelley Stricklin, Ms. Lauren Braden, Mr. Vincent Burke, and
Mr. Robert Bayne.
made by Alderman Gill, seconded by Alderman Papania and unanimously carried to select
Mr. Joe Cloyd serve on the Ocean Springs School Board for the remainder of the
term vacated by Mr. Wally Carter which is to expire on February 28, 2020.
made by Alderman Blackman, seconded by Alderman Papania and unanimously carried
to adjourn the meeting.
