    Minutes - May 1, 2018 - 6:00 p.m. Regular Meeting

    REGULAR MEETING OF MAY 1, 2018         

    Be it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs met in a Regular Meeting at City Hall in the City of Ocean Springs at 6:00 p.m. on May 1, 2018.  Mayor Dobson presiding, Aldermen Cox, Authement, Bellman, Papania, Blackman, and Impey were present.  Also present was City Clerk Shelly Ferguson and City Attorney Kevin Melchi. Aldermen Gill was absent.

    The Mayor called the meeting to order.

    Rev. Mike Barnett gave the invocation and the Mayor led the Pledge of Allegiance.

    ADDENDUM

    Motion made by Alderman Blackman, seconded by Alderman Impey and unanimously carried to add the addendum to the agenda.

    PROCLAMATION

    The Mayor read and presented a proclamation proclaiming April 30, 2018 as National Therapy Animal Day in the City of Ocean Springs. (Exhibit 3-a)

    NEW BUSINESS

    Motion by Alderman Cox, seconded by Alderman Papania to table an appeal for a use permit regarding a short-term rental located at 241 Lovers Lane. (Exhibit 4a)

    Heather Eason presented a request to have a Christmas parade held by OS Carnival Association, B.P.O.E 2501, and Krewe Unique. The parade will collect donations and Christmas gifts to distribute to organizations to give to children in need. (Exhibit 4b)

    OLD BUSINESS

    Scott Lemon gave an update on the building insurance renewal. The proposed renewal will be presented at the May 15th Board of Aldermen meeting.

    Motion was made by Alderman Authement, seconded by Alderman Cox and carried to adopt an Amendment to the Code of Ordinances for the City of Ocean Springs, Mississippi, Amending Chapter 14 to Allow Golf Carts and Low-Speed Vehicles on Certain Roads. (Exhibit 5b)

    Motion passes with the following votes.

    Motion was made by Alderman Authement, seconded by Alderman Blackman and unanimously carried to adopt an Amendment to the Code of Ordinances for the City of Ocean Springs, Mississippi, Amending Chapter 23 regarding Water, Sewer, and Sewage Disposal. (Exhibit 5c)

    Ms. Melinda Medina and Ms. Jackie Cooper discussed community involvement with immigrants and the Latino population in the City of Ocean Springs. (Exhibit 5-d)

    Ms. Laurianne Manchester discussed travel and tourism issues due to not feeling welcome. (Exhibit 5e)

    CONSENT

    Motion made by Alderman Impey, seconded by Alderman Papania and unanimously carried to approve the Consent Agenda with the exception of 6b and 6c.

    Motion made by Alderman Cox, seconded by Alderman Authement and unanimously carried to approve 6b and make a finding of fact that the City is advertising resources of the City.

    Motion made by Alderman Cox, seconded by Alderman Papania and unanimously carried to approve 6c and make a finding of fact that this is a non-profit charitable donation pending proof of 501(c3) status.

    DEPARTMENT REPORTS

    City Clerk:

    Motion made by Alderman Papania, seconded by Alderman Authement and unanimously carried to approve the Docket of Claims and spread summary upon the Minutes. (Exhibit 7a)

    The City Clerk presented the amendment to the contract of auditing firm Alexander, Van Loon, Sloan, Levens.  The Mayor and Aldermen requested to have a special call with the firm representatives to discuss the increase in their contract that they are requesting.

    PUBLIC COMMENTS

    Nine people spoke against flying the state flag and two people spoke in favor of the state flag.

    ALDERMEN’S FORUM

    Alderman Cox thanked all who participated in the 1699 Historical Society Reenactment and Celebration.  He said it was a successful event.

    Alderman Cox informed the Board that the meeting with Lakeview Subdivision went well.  He stated the Mayor, Alderman Impey, Police Chief Dunston, Public Works Director John Russell, and Assistant Public Works Director Allan Ladnier were also present.

    Motion by Alderman Cox, seconded by Alderman Impey and unanimously carried to authorize Public Works to perform work on moving a stop sign and clearing debris in the Lakeview Subdivision area.

    Alderman Blackman allocated $500.00 of Ward 5 funds to Bienville Subdivision Homeowner’s Association for the purpose of landscaping improvements.

    Alderman Impey thanked Clint Taylor of Gulf Coast Seafood for the use of his building for a meeting with the Lakeview residents.

    Alderman Impey thanked Kevin Ladd and Mike Ladd for participating in the Pulled Pork Competition and thank the organizers for donating the food to food banks.

    Building Official Hilliard Fountain gave an update on the MCOK roof repair issue.

    EXECUTIVE SESSION

    Motion by Alderman Blackman, seconded by Alderman Cox and unanimously carried to go in to closed session to determine the necessity of remaining in executive session.

    Motion by Alderman Blackman, seconded by Alderman Cox and unanimously carried to remain in executive session to discuss personnel in the Water Department.

    Motion by Alderman Impey, seconded by Alderman Cox and unanimously carried to come out of executive session.

    Motion was made by Alderman Impey, seconded by Alderman Cox and unanimously carried to recess the meeting until May 15, 2018 at 6:00 p.m. to be held at the Ocean Springs Municipal Police and Court Complex.

    The meeting ended at 7:50 p.m.
