    Minutes - June 11, 2018 - 5:30 p.m. Special Call Meeting

    SPECIAL CALL MEETING OF JUNE 11, 2018

    Be it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs met in a Special Call meeting at City Hall in the City of Ocean Springs at 5:30 p.m. on June 11, 2018.  The Mayor presiding, Aldermen Cox, Gill, Authement, Bellman, Papania, Blackman, and Impey were present.  Also present was City Clerk Shelly Ferguson and City Attorney Kevin Melchi. 

    The purpose of the Special Call Meeting is to discuss any and all matters pertaining to authorization for out-of-state travel for Carolyn Martin to attend the GOMA Conference in St. Petersburg, FL on June 12-14, 2018; reimbursement for travel expenses incurred will be requested if necessary; Planning Commission interviews; Park Advisory Board interviews; Event Committee; and Executive Session regarding JCUA litigation update.

    Motion made by Alderman Cox, seconded by Alderman Authement and unanimously carried to approve out-of-state travel for Carolyn Martin to attend the GOMA Conference in St. Petersburg, FL on June 12-14, 2018; reimbursement for travel expenses incurred will be requested if necessary. (Exhibit a)

    The Mayor discussed his idea about creating an Events Committee.  The Mayor stated he would like to dissolve the Economic Development Council and replace it with an Events Committee.  Alderman Papania asked the City Clerk how many festivals the City has and how much money do the festivals bring in to the City.  The City Clerk stated she cannot identify by a particular festival but she can gauge revenue by sales tax, food and beverage tax, and talking to merchants.     Alderman Gill stated some of the Aldermen feel members of the Planning Commission should be representing each ward.  Alderman Gill said there are (7) members on the Planning Commission so each of the (6) six wards could be represented and Alderman-at-Large and the Mayor can select a (7th) seventh member.  Alderman Authement stated the City is renewing vacant positions for full terms and not finishing the terms of the vacated position. The Aldermen asked about changing the ordinance to authorize each Alderman to appoint someone from their ward to serve on the Planning Commission.  The City Attorney will research this request and get back with them regarding his findings.

    The Board interviewed the following candidates for the Planning Commission; Mr. Nicholas Gant, Mr. Andy Phelan, Mr. Christopher Feltner, Mr. Marshall Johnson, and Mr. L. Teno Henderson. 

    Motion made by Alderman Cox, seconded by Alderman Authement and unanimously carried to go into closed session to determine the necessity of remaining in Executive Session.

    The City Clerk returned to the boardroom and announced motion made by Alderman Bellman, seconded by Alderman Cox and unanimously carried to remain in Executive Session to discuss current litigation regarding JCUA.

    Motion made by Alderman Impey, seconded by Alderman Gill and unanimously carried to come out of Executive Session and return to the open meeting.

    The Board continued with the Planning Commission interviews by interviewing the last (2) candidates, Mr. Oliver Preus and Mr. Robert Bayne.  Ms. Margo Posten was not available for an interview but her application was submitted to the Board for consideration.

    Motion made by Alderman Cox, seconded by Alderman Blackman and unanimously carried to select Mr. L. Teno Henderson, Mr. Andy Phelan, and Mr. Marshall Johnson to serve on the Planning Commission for a (3) three year term to expire on June 30, 2021.

    The Board interviewed the following candidates for the Parks Advisory Board; Mr. Robert Bayne, Mr. Terry Evans, Ms. Brigette Anderson, and Mr. Jarryl "Jay” Ritchie.

    Motion made by Alderman Bellman, seconded by Alderman Cox and unanimously carried to select Mr. Terry Evans as the new member to serve on the Parks Advisory Board for a (5) five year term to expire on June 30, 2023.

    Motion made by Alderman Papania, seconded by Alderman Impey and unanimously carried to adjourn the meeting.

    The meeting ended at 7:29 p.m.
