    Minutes - December 8, 2016 - 5:00 p.m. Special Call Meeting

    SPECIAL CALL MEETING OF DECEMBER 8, 2016         

    Be it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs met in a Special Call Meeting at City Hall in the City of Ocean Springs at 5:00 p.m. on December 8, 2016.  The Mayor presiding, Aldermen Cox, McDonnell, Cody, Dalgo, and Impey were present.  Also present was City Clerk Shelly Ferguson and City Attorney Kevin Melchi.  Aldermen Gill and Denyer were absent.    

    The Mayor called the meeting to order.

    The Special Call Meeting is for the purpose of any and all matters pertaining to Approval of the Special Event Permit Application for the Ocean Springs Carnival Association Mardi Gras Parade; discussion of sprinkler system ordinance and potential alternative; authorization to hire Stephen Grayson, Parks Maintenance Worker; and Executive Session regarding personnel in the Police Department. 

    Motion made by Alderman Cody, seconded by Alderman Impey and unanimously carried to approve the Special Event Permit Application for the Ocean Springs Mardi Gras Parade to be held on February 24, 2017 from 7:00 p.m. – 8:30 p.m.; using the pre-approved parade route with line-up beginning at 5:00 p.m. on Front Beach; pending General Liability Insurance documentation.

    The Mayor has not met with the Planning, Building, and Fire Department.  The Mayor asked if the Board would like to move forward with alternatives to the ordinance.

    The Building Official, Fire Chief, and Deputy Fire Chief spoke against changing the ordinance.

    Aldermen Dalgo, Cox, and McDonnell all stated concerns for and against the sprinkler ordinance.  Alderman McDonnell is in favor of a tax rebate or financial incentive to offset the price of the sprinkler system.  The Mayor asked for a show of hands to change the ordinance. Alderman Dalgo raised his hand and Aldermen Cox, McDonnell, Cody, and Impey did not.

    Dennis Cowart and Chris Eaton spoke against the ordinance.

    Ms. Whyte and Ms. Thurber spoke against the ordinance.

    Motion made by Alderman Cody, seconded by Alderman Impey and unanimously carried to hire Stephen Grayson, Parks maintenance Worker, $12.00 hourly, effective December 12, 2016; one-year probation; pending successful completion of all pre-employment requirements.

    Motion made by Alderman Impey, seconded by Alderman Cox and unanimously carried to go into closed session to determine the necessity to enter into executive session.

    Motion made by Alderman McDonnell, seconded by Alderman Cody and unanimously carried to remain in executive session to discuss personnel in the Police Department.

    Executive session motion made by Alderman McDonnell, seconded by Alderman Dalgo to authorize two week suspension without pay, one year probation, written reprimand in personnel file, public apology to Board and Alderman Cody for employee 660.

    Motion made by Alderman Cody, seconded by Alderman Impey to come out of executive session and enter into regular session.

    Motion made by Alderman Dalgo, seconded by Alderman Cox and unanimously carried to adjourn the Special Call Meeting.

    The meeting ended at 6:16 p.m.
