    Minutes - April 23, 2019 - 5:45p.m. - Special Call Meeting

     SPECIAL CALL MEETING APRIL 23, 2019

    Be it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs met in a Special Call meeting at City Hall in the City of Ocean Springs at 5:45 p.m. on April 23, 2019.  The Mayor presiding, Aldermen Cox, Gill, Authement, Papania, Blackman and Impey were present.  Also present were City Clerk Patty Gaston and City Attorney Kevin Melchi. Alderman Bellman was absent.

    The Mayor called the meeting to order.

    The Special Call Meeting is for the purpose of any and all matters pertaining to approve April 2, 2019 regular meeting minutes (Exhibit a); approve April 4, 2019 special call meeting minutes (Exhibit b); adopt an Ordinance amending Ordinance No. 5-1972 by removing from the coverage afforded by the Civil Service System the following positions: Building Official, Deputy Building Official, Planning/Grants Administrator, City Planner, Deputy City Clerk, Parks Director, Parks Superintendent, Assistant Public Works Director of Administration and Finance, and Human Resources & Risk Management Director (Exhibit c); authorize Mayor to execute contract with Overstreet and Associates, PLLC, for city engineering services (Exhibit d); authorize Mayor to execute contract with Brown, Mitchell & Alexander, Inc., for city engineering services (Exhibit e); authorize proposed change order #3 for the Freedom Field parking lot for the poor soil conditions identified onsite (Exhibit f); approve demolition of structure at 305 Beach Hill Road (Exhibit g); and old business: 1336 Diller Road tree (Exhibit h).

    The Mayor addressed item (h) first regarding the 1336 Diller Road tree because the homeowner, Cathy Berry was present.  The City Attorney explained that he received a letter from the Secretary of State granting permission to the city to enter the property which is owned by the state for the purpose of removing trees (Exhibit h).  Ms. Berry said that a pine tree fell in a rainstorm a month and a half ago into a water oak which was fortunate because it could have fallen into her master bedroom.  She fears that the tree could further fall causing damage to her home.  Motion was made by Alderman Gill, seconded by Alderman Authement and unanimously carried to approve cutting of the tree that is threatening the residence at 1336 Diller Road because of the permission granted by the Secretary of State and to remove any threat of liability upon transfer of the property to the city upon which the tree sits.

    Motion was made by Alderman Impey, seconded by Alderman Blackman and unanimously carried to approve the April 2, 2019 regular meeting minutes (Exhibit a) and April 4, 2019 special call meeting minutes (Exhibit b).

    Motion was made by Alderman Gill and seconded by Alderman Cox to adopt an Ordinance for the City of Ocean Springs, Mississippi amending Ordinance No. 5-1972 by removing from the coverage afforded by the Civil Service System the following positions: Building Official, Deputy Building Official, Planning/Grants Administrator, City Planner, Deputy City Clerk, Parks Director, Parks Superintendent, Assistant Public Works Director of Administration and Finance, and Human Resources & Risk Management Director (Exhibit c). The motion carried with a roll call vote as follows:

    Motion was made by Alderman Cox and seconded by Alderman Gill to authorize the Mayor to execute the contracts with Overstreet and Associates, PLLC (Exhibit d) and Brown, Mitchell & Alexander, Inc. (Exhibit e) for city engineering services.  Alderman Blackman objected that the previous contract with one firm, Compton Engineering, was for up to $10,000 a month and the proposed contracts with two firms are each written for up to $10,000 a month per firm which equates to $20,000 a month which is double the current cost.  The Mayor said that he and his Executive Assistant are developing a spreadsheet to be used as an internal control to track engineering costs monthly.  He will have the Department Heads turn in the report to him twice a month to monitor engineering expenses.  Motion carried with Aldermen Gill, Authement, Cox and Papania voting aye and Aldermen Blackman and Impey voting nay.

    Joey Duggan, with Compton Engineering, explained that poor soil conditions in one area of concern in the parking lot at Freedom Field was identified which needs an extra layer of grid for the total cost of $850.00 (Exhibit f).  Motion was made by Alderman Cox, seconded by Alderman Authement and unanimously carried to move forward with change order #3 for the Freedom Field parking lot for the poor soil conditions identified onsite for the total cost of $850.00.

    Alderman Authement explained that an application was received for demolition of a structure in excess of 50 years of age at 305 Beach Hill Road (Exhibit g).  Motion was made by Alderman Authement, seconded by Alderman Gill and unanimously carried to approve demolition of structure at 305 Beach Hill Road.

    Motion was made by Alderman Impey, seconded by Alderman Gill and unanimously carried to adjourn the Special Call meeting.

    The meeting ended at 6:07 p.m.
