    Minutes - April 16, 2018 - 5:30 Special Call Meeting


    Be it remembered that the Mayor and Board of Aldermen of the City of Ocean Springs met in a Special Call meeting at City Hall in the City of Ocean Springs at 5:30 p.m. on April 16, 2018.  The Mayor presiding, Aldermen Cox, Authement, Bellman, Papania, Blackman, and Impey were present.  Also present was City Clerk Shelly Ferguson and City Attorney Kevin Melchi. Alderman Gill was absent.

    The purpose of the Special Call Meeting is to discuss any and all matters pertaining to city capital projects including but not limited to;  water and wastewater facilities plan; Colonial Estates water system; Ocean Springs Nursing Home drainage ditch; Sunplex tank painting; Highway 57 Sports Complex and FY2017-2018 city auditor contract.

    David Compton, owner of Compton Engineering, gave a PowerPoint presentation on the Water and Wastewater Facilities Plan.

    Mr. Compton said the deadline for submitting a loan application for water is May 1stand May 25th for wastewater. He said submitting a loan application does not commit the City to anything it is just the next phase of the process.  Mr. Compton would like to submit the loan application for $5 million for both projects.  The City is not committing any funds during this phase.  The City does not commit any funds until design phase.

    Alderman Papania asked Mr. Compton if the City had the funds to do the water and sewer for the whole city what would the cost be. Mr. Compton replied the cost would be approximately $20 million.

    The City Clerk stated the Board would have to raise water and sewer rates by 2% per $1 million loaned to the City.

    Motion made by Alderman Impey, seconded by Alderman Blackman to authorize Compton Engineering to submit applications for water and wastewater loans to the state.  Aldermen Authement, Bellman, Cox, Blackman, and Impey voting aye and Alderman Papania voting nay.  Motion passes.

    The Mayor asked Mr. Foster for an update on the Colonial Estates water system.  Mr. Foster stated JCUA said August is the anticipated date for their line to become active.  Mr. Foster said it will be a lot less expensive for the city if we wait until then to tie into JCUA’s line.  The City will provide the tap.

    The easement paperwork for the Ocean Springs Nursing Home drainage ditch was filed last week.  Mr. Foster is requesting a cost estimate from McClain’s Tree Service for some trees that need to be cut before work can begin.  The ditch has already been surveyed.  The easement is 20 foot wide.

    The Mayor asked about the Sunplex water tank painting project.  The City Clerk stated the Board needs to decide if they want to accept or reject the bids that were received.  She said the bids were $120,000.00 over budget.  The City Clerk said the funds will have to come out of water ending balance to pay for the difference.  The City is required by the Health Department to have this tank painted by February.  Alderman Blackman asked if the Board wanted to wait to decide to award in this fiscal year or redo next fiscal year due to bids being over budget.  Mr. Foster said the apparent low bidder does not want to start painting the tank until September due to weather conditions so the City could choose to award the bid but the work would not start until September.

    Joey Duggan from Compton Engineering presented drawings of design for new structures at the Highway 57 Sports Complex.  

    Motion made by Alderman Blackman, seconded by Alderman Impey and unanimously carried to authorize Compton Engineering to prepare construction documents to bid out the Highway 57 Sports Complex concession renovations and bathroom expansions.

    The Director of Parks and Recreation along with Compton Engineering gave a status update of Taconi parking lot improvement project and basketball court.

    The Director of Parks & Recreation gave an update on status of the Freedom Field light project and the possibility of a rubberized walking track.  She also talked about paving a grassy area on Vancleave Avenue for additional handicap accessible parking.

    The Board has requested the City Attorney to speak with Alexander, Van Loon, Sloan, Levens, Favre, PLLC, Certified Public Accountants & Business Consultants, about their request for additional fees to the original contract. 

    Motion made by Alderman Impey, seconded by Alderman Blackman and unanimously carried to adjourn the meeting.

    The meeting ended at 6:52 p.m.
