a) Discussion Item: To report to the Board of Aldermen the actions of the Jackson County Board of Supervisors on February 2, 2009, regarding: 1) Front Beach walkway and lighting plan and 2) City’s request for use of FEMA funding for the county fishing pier project to include parking and boat ramp at the triangle site north of the Biloxi Bay Bridge, and improvements to the O.S. harbor infrastructure. After Board input, possible action requested to authorize the Director of Planning and Community Development to proceed with engineering for bid specifications of the Front Beach walkway and the Front Beach lighting project
4. NEW BUSINESS
a) Acknowledgement and support for the 2009 MS State Legislature to appropriate additional funds for the wind pool to reduce wind pool insurance rates and further stimulate economic recovery – Brian Sanderson, Director of the Gulf Coast Business Council (Exhibit 4-a)
b) Request for parade permit and route authorization for purpose of holding a night Mardi Gras parade – Steve Munn (Exhibit 4-b)
5. PUBLIC COMMENT: The public is invited to address the Board for up to 3 minutes. The Board will take all comments under advisement for potential action at a later date if warranted.

a) Approve proposed layout of the renovations to the office at the Mary C. O’Keefe Cultural Arts Center, pending approval of MS Department of Archives and History. Architect Dennis Cowart and Friends of Mary C. Board concur (Exhibit 6-a)
b) Adopt Resolution support increasing the homestead exemption to provide tax relief to homeowners (Exhibit 6-b)

h) Authorize employment of Ryan Stevenson, Probationary Firefighter, annual salary $26,000.00, effective February 9, 2009, one-year probationary period, pending successful completion of all pre-employment requirements (Exhibit 6-h)

k) Authorize employment of Paul Phyfer, Assistant Building Official, annual salary $42,000.00, effective February 6, 2009, six-month probationary period, pending successful completion of all pre-employment requirements (Exhibit 6-k)
l) Award bid to Baysouth Realty and Development in the amount of $168,528.00 for new additions and renovations to the City Hall Annex (Exhibit 6-l)
Building Department:
m) Authorize issuance of a building permit for access pier at 149 Pittman Road (Exhibit 6-m)
Parks & Leisure Services:
n) Authorize to declare Unit #68, 1999 Ford F-250XL Truck and Unit #72 1998 GMC 2500 Truck as surplus, of no value to the city and sent to auction (Exhibit 6-n)
City Attorney:
o) Adopt Resolution acknowledging an error in the legal description of the boundary of Ward 4 and Ward 5 and desiring to correct the legal description so as to accurately reflect the adopted redistricting map (Exhibit 6-o)
Facilities:
p) Accept recommendation of Facilities Director to pay set-up/clean-up fee for the City rental facilities used by all State, Federal and Local Government Agencies (Exhibit 6-p)
