a) Accept resignation of Robert Milling as member and Chairman of the Library Board (Exhibit 5-a)

b) Approve Minutes: Recess Meeting November 21, 2006 (Exhibit 5-b)

i) Authorize retirement of Captain Gary Demaree effective January 3, 2007 and allow him to purchase his duty weapon for $1.00 (Exhibit 5-i)

7. ALDERMAN’S FORUM
a) Policy regarding new developments and needed infrastructure.  What tools are needed to make sure that the proper infrastructure is in order before developments are approved?  What policies should be in place to develop a mix of housing options including rentals? – Alderman Weaver
b) Motion regarding the City’s intent for development on Front Beach – Alderman Weaver
1) City will work with Front Beach neighborhoods to develop a Neighborhood Plan which will govern when/if properties are rezoned from R-1 to any other use.  This could be done through the Smartcode process
2) City will work with willing sellers to purchase some of the properties that are currently zoned other than R-1 and use for green space, parks etc.
c) Public comment and public notice – Alderman Weaver
1) Ensure that the Planning Commission has legal counsel present to make sure that all the rules are being followed regarding public notice, public comment, etc.
2) Change the way the City conducts public notice in the case of re-zoning: expand the distance that determines whether people must be notified; send by regular mail AND registered mail.  Also the City should place signs on the property to notify the general public about the proposed changes.
